CIA FIRST manages 5,500+ students on one platform

Opened in 2004 with 16 students, CIA FIRST International School now teaches around 5,500 students from Pre-K to Grade 12, accredited by WASC and Cambodia's MoEYS. T.O School Management and T.O Accounting run admissions, tuition billing and consolidated campus finances.

From 16 students to 5,500

CIA FIRST International School opened in 2004 with 16 students. Two decades later, around 5,500 students walk its Phnom Penh campuses each morning — from Pre-K through Grade 12 — studying both an international program and the Cambodian national curriculum, accredited by WASC, the Western Association of Schools and Colleges, alongside Cambodia's own MoEYS. In January 2024 the school raised US$10 million with CGIF to fund its next phase of growth.

The challenge: two curricula, thousands of families

Growth at this speed turns administration into a second school. Two curricula mean two timetables, two assessment cycles and one shared staff. Thousands of families mean thousands of tuition schedules, payment plans and questions. And a US$10 million expansion plan demands financial discipline that spreadsheet culture simply cannot deliver.

How T.O runs the school year

T.O School Management holds the academic and financial core in one place: admissions, enrollment, class lists, attendance and tuition billing for both programs, so every family's account is current, and every campus knows its numbers today, not at term's end. Fee reminders, receipts and outstanding balances are visible to the finance team and campus leadership alike. T.O Accounting consolidates it all into monthly statements that stand up to the scrutiny a US$10M facility deserves.

The results

Admissions seasons that once swallowed weeks now process thousands of applications on one platform, tuition collection is tracked family by family, and leadership plans campus investment on consolidated numbers rather than assembled ones. The administration finally moves at the speed of the school.

What comes next

CIA FIRST keeps investing in what got it here — quality teaching, dual accreditation and systems that scale. The next thousand students will join a school whose administration is already ready for them.
